Is Weasis a PACS?

No. Weasis is a free, open-source DICOM viewer. It opens and reads studies very well, and it is often paired with a separate archive such as dcm4chee to pull studies from. A PACS is that archive and the workflow around it: it receives studies from modalities, stores and indexes them, and serves them to users. MiniPACS is in the PACS category, with a browser viewer included, so the archive and the viewing are one system rather than two you assemble.

Is MiniPACS a Weasis replacement?

Not if the job is simply viewing DICOM on a workstation. Weasis is excellent and free for that.
